let say market closed at 1500.70 , take a look at the index , after e decimal point is .70 , 70 is higher than 50 then it's over lo. any numbers below 50 would be under..
and for total sum after decimal points, u add up the sum of e 2 digits , lets say .70 = (7+0) = 7
xxxx.49 = (4+9) = 13 ...
